Notions are formed post birth.
What it means is how a person sees the world is INFLUENCE by his experiences after birth. Indirectly, a person is controlled by the his own NOTIONS instead of by his own main consciousness.
One may ask, what is the big deal.
It is actually a very BIG DEAL. It is like you surrender your TRUE SELF (i.e. your main consciousness) to be control by your own NOTIONS.
